About Sean

Sean M. Morrison was appointed Cook County Commissioner of the 17th District in 2015. He was elected to a full 4-year term in 2018 and re-elected in 2022.  His focus on the Cook County Board has remained squarely on fighting irresponsible "tax and spend" policies and advocating for innovative reform measures that will reduce the cost of government, improve services and bring tax relief to all Cook County residents and businesses.

In 2017, Commissioner Morrison authored the ordinance that led to the successful repeal of the Cook County Sweetened Beverage (Soda) Tax and he led efforts to successfully cut $200 Million from the proposed 2018 budget that same year. Sean also fought successfully to defeat proposed increases to the Gasoline Tax and the Cable Tax.

Over his first five years in office, Sean was the leading critic — often time the only critic — of the poor fiscal policies and mismanagement at the Cook County Health & Hospital System. He demanded an investigation into revenue losses at the county’s hospital system, ultimately leading to the Inspector General’s investigation of the Cook County Hospital System’s finances — exposing roughly $165 million in losses due to widespread error.

As a result of his outspoken efforts, the county’s hospital system saw a major overhaul of its top administration, as well as new reform measures implemented to address the health system’s operational and fiscal problems.

Sean is a leader on the county board in support of innovative fiscal policy reforms. He has worked closely with Cook County’s Chief Financial Officers to promote and implement innovative fiscal best practices including stabilizing pension obligations, reserves management, paying off debt, and refinancing bonds — which led to increased bond ratings, and a more stable, long term, fiscal picture for Cook County.
